The yellow dots denote the location of the province's main/capital city. The physical terrain is the same as on our Earth.
Development LevelsS-level ( Blue) = Industrial, economic, and cultural dynamos of the empire, these states are responsible for most of the manufacturing, heavy industry, and tertiary-level industry in the empire. Electricity and rail travel are widespread. Their capitals likely exceed a million inhabitants and are cornucopias of art, music, science, and discourse between many peoples and cultures. A-level (Yellow) = Smaller industrial and cultural hubs whose main cities likely have around 500-750k inhabitants. Not as materially powerful as S-class states, but usually have economies revolving around high-end services or specialty manufacturing. Frequently areas of congregation for the artistic and intellectual elites of surrounding, less developed states.
B-level (Orange) = Rustic areas whose main communities likely have fewer than 250k people, which is also likely the only settlement with electricity. Most inhabitants are somehow employed in some enterprise related to farming or mining, such as processing foodstuffs or working in steel foundries.
C-level ( Red) = Rural regions consisting almost entirely of farmland and mining towns, whose economies revolve around extracting resources from the earth. The main city probably has fewer than 100,000 inhabitants and just one or two rail connections to other states, and the inhabitants likely live simple lives without electricity, revolving around work and simple distractions like drinking. Land Claim RulesYou may only select one territory. Not everyone is going to have a super-powerful state, just like real life. For each United States there are ten Madagascars. The goal is to write a good story together - just because you didn't get an S-level province doesn't mean you can't have fun! Post your claims below. Please be as detailed as possible with describing which territory you're claiming, including factors such as population (for reference, S-levels should probably not exceed 4 million, an A-level 2.5 million, a B-level 2 million, and a C-level no more than 1 million, although these are suggestions, and you should always take geography into account - ie, rugged mountains will support far less people than a lush river valley), resources and industries (keeping in mind development level), the cultural analogue (ex: "Bavarian", "Wallachian", etc), the state of local politics, and a summary of major actors in the region. Also, be sure to provide the name for your state and capital.
Province 24 functions as the "crownlands", where the capital of Kistagard lies, and is controlled by the emperor and his government, and is thus unclaimable.

Name: Foristan Capital: Constanza Population: 1.4 million Cultural Analogue: A blend of Vengriyan and Anatolian culture. To pacify the populace, the leader of Foristan has taken on the title of "Sultan," giving the common people comfort in knowing that their traditions are still valued. Resources and Industries: Agriculture - The mountainous geography makes for poor farming; beyond wheat and potatoes, not much is grown here. Most exciting Foristani foods are based around meats. Industry - The largest industry in Foristan the mining of valuable ores, including (but not limited to) iron, silver, and gold. Most of these ores are then exported to more industrialized province. Trade - Foristan is a major exporter of raw materials such as ores and lumber, and the primary import is foodstuffs.
Local Politics & Major Actors: Government - Foristan is dominated by a single party, The Golden Path. Made up of dissatisfied Anatolians and nationalistic Vengriyans, the Golden Path reluctantly backed Sultan Omar Rozgonyi's revolution and subsequent rise to power; currently, there are issues surrounding the Sultan's vassalage to Saarland, and his choice to separate church from state. Due to his popularity amongst common folk and his military leadership experience, the Golden Path has avoided trying to supplant the Sultan with another leader.

Uff. It isn't easy at all. But after thinking about this map, i would point my Finger on the State of Bohemia. Or to be more accurate The State with Capital Praque... My territory selection: 13 Name: Venetien Capital: Venedig Population: 2.9 million Cultural Analogue: The common folk are Italian, but the aristocracy are Austrian. Resources and Industries:Agriculture - The region grows a large amount of corn, both for human consumption and for animals to feed on. Peas, apples, and sugar beets are also common food items. The region is also known for its wine. Industry - The most important industry is shipbuilding, with several dry docks operating on the coast around Venice. Most of these ships are for commercial use, but there is a limited warship industry. Many of the ships are then used by fishermen in the fishing industry. Trade - Venetien's main appeal is its valuable location for trade. It is an ideal access point to the Adriatic Sea and the Italian peninsula for the culturally Austrian part of the empire. Local Politics:Government - Venetien is a semi-aristocratic oligarchy. After the Saaric Empire expanded into the region, Austrian nobility were quick to use their political advantage to become captains of trade and industry. There are seven families which control the major industries of Venetien: Haas | Shipbuilding | Steiner | Winery | Schwarz | Glass making | Karner | Agriculture | Weiss | Trade | Graf | Textile | Ebner | Fishing |
The heads of these families make up the Signoria, which is similar to the traditional Venetian Signoria in name only. While according to law each familial head has equal say, generally the Haas, Karner, and Weiss families have the most influence. Currently the Haas family has the most influence and their head, Graf Ludwig Haas, holds the Signoria-selected position of Doge, an office that has little power in its own right but signifies which family has the most influence. People - Although most inhabitants of Venetien are happy enough with their government, there is a significant minority who want to remove the Austrian nobility and run Venetien as an independent republic. Currently there is one active rebel group, Figli di Venezia (Sons of Venice). They are engaged in a prolonged urban guerrilla campaign against the Austrian Signoria. Their primary tactics include sabotaging dry docks with explosives, firebombing government buildings, and the killing of non-Venetian Saaric soldiers, bureaucrats, and aristocrats.

Capital: Hoenigswald Population: 1.081 million
Cultural Analogue: A mix of Austrian and Bavarian influences.
(It should be noted that Hoenigswald itself is not particularly "cultured" comparing to the provinces nearby.)
Resources and Industries: - Agriculture is supplying inner market. Nothing in particular to say there, apart form that it's diverse, but not particularly solid.
- Industry-wise, the region is focused on machine building (excluding heavy machinery), railroads and military industry and is in the middle of a rise. There are six major regional industrial centers: Salzburg, Steyr, Linz, Wels, Amstetten and Hartberg.
- Infrastructure: the region is located between three S-class provinces and an extensive system of railroads was built in 1860-1870 to tie them closer via Hoenigswald. Salzburg and Steyr are two major railway hubs; Amstetten, Linz and Hartberg are three of the secondary hubs. Apart from that system of railroads, however, the rest of the regional infrastructure is average at most.
- Service sector: undeveloped.
Government:Hoenigswald is a constitutional monarchy. Legislative consists of the parliament of 80 called Hoenigswald Assembly and elected on 5 years by men from the age of 25. The Assembly collaborate with the monarch (superior to it) in appointing the government of seven ministers (the Prime Minister and Ministers of: Interior, Justice, Finance, Industry, Trade and Agriculture). Judicial is entirely appointed by the monarch and is under the supervision of the Ministry of Justice. Local politics:The recent Archduke, Ludwig IV von Hoenigswald, have died just before the beginning of the storyline, and with both of his sons also dead the throne is left to his daughter, Elizabeth von Hoenigswald, neglected by her father and barely of age to rule. She isn't uneducated but there are concerns she may be too of an "independent and uncooperative mind". Otherwise the region is fairly stable, as stable as an industrial region on the rise can be. Regional politics are dominated by the coalition of industrialists and progressive agrarians rallying under the Liberal Progressive Party with Christian Conservative Party in opposition. The government of Jacob Georg Haecker, a political moderate and a cultural philistine, is generally considered "all right" by the bourgeoisie and agrarians. Archduchess herself seem to trust him.
The main threat to the establishment of Hoenigswald lies in the rising left wing movements, of which the most numerous are social democrats.

Secondly, the geography should be reasonable for what is Switzerland. That means mountainous and probably no rainforests. If you want to know what Switzerland looks like, Google images will give you a good idea.

Province #29 Name: Olversome Capital: Victoriahaven Population: 7.5 million Cultural Analogue: A mix of British and German influences (It should be noted that Olversome itself is not particularly "advanced" compared to the provinces nearby.)
Resources and Industries: Olversome mainly relies on its merchant fleet and is a major trading hub due to its control over the coast compared to the other countries in the region. With extensive tungsten and chromium mines in the inner regions of the country. Olversome also buys a lot of goods from Province 27 and supplies it to the world due to Province 27's landlocked state. With major arms contractors in the region situated in the coastal regions of Olversome, the country is also a tax haven for many corporations due to its almost non-existent corporate tax. Infrastructure: the region is located with a large swathe of the coast and has a very developed infrastructure system in the countryside with almost 21% of the annual government budget going to improving and building more infrastructure. As much of the economy relies on being the trading hub of the south-western parts of the region. With a mountainous terrain, there is virtually no agriculture except for basic goat ranches. Service sector: Developed.
Government: Olversome is an absolute monarchy ruled by her supreme sovereign, Kaiserin Katrina. In times of great crisis, an advisory council of major military leaders may be formed to advise the Kaiserin. With a functional bureaucracy, the Empire of Olversome can function without the Kaiserin and has a self-sustainable government.
Local politics: There have been separatist movements by a socialist party in the lesser developed region of the northern state of Helmia. With some local industrialist from the east that migrated from province 27 demanding better representation and the implementation of a democratic system.
Otherwise, the region is fairly stable, as stable as an industrial region on the rise can be. Regional politics are dominated by a military coalition formed of Generals and elites. While the ethnic groups of the Slavs to the south are stewing up trouble and are perpetrating more terrorist attacks.
The main threat to the establishment of Olversome lies in the rising left-wing movements, of which the most numerous are trade unionists.
